It is very annoying to be visiting with someone and have them pay more attention to their phone than they do to you. I don't have a problem with someone looking at their phone to see who it is -- just in case it's their child or spouse -- and I really wouldn't even mind them answering a text --  maybe saying, "I'll get back with you later" but when it gets incessant, it's just too much. I have that problem with my own husband -- it's not really his fault because the people from work are the ones texting him -- but he does answer back sometimes (he has gotten better though). I've told him so many times that he really needs to have a meeting and ask that he not be contacted after work unless it's something about work that absolutely cannot wait until the next day. Same with phone calls. I really hate it when we are in the car -- there's no escape!!

You may be right about people talking louder when they are older -- which may just be a part of aging -- but I have heard all ages do it so I don't know.
